Activity priorities for Everett's 1978-81 Development Block <br /> Grant funds shall Ise as follows: <br /> . First priority shall be to improve residential neighborhoods <br /> and expand housing opportunities within the City. Subpriorities <br /> under this area shall be: <br /> a. Expand housing opportunities through improvements of the <br /> housing stock and site acquisition for low and moderate <br /> income housing; <br /> b. Improvements and/or new construction of neighborhood public <br /> works,such as,sidewalks,streets,parks and recreation, <br /> and utilities; <br /> c. Improvements anor new construction of PubiitlY owned <br /> community facilities serving a specific neighborhood,such <br /> as,multi-service centers,health or recreation centers,etc. <br /> d. Social Services in support of other physical development <br /> activities undertaken with Block Grant funds,including,but <br /> not limited to,employment,crime prevention,child care, <br /> health,drug anne,and education. <br /> Second priority shall be to provide or improve city-wide or area- <br /> wide public community facilities and equipment. Hub-Priorities <br /> shall be: <br /> a. :ndilsnin:'Sgrrnia=rt=tVerNel2ea:Ven=e'inrn:h' <br /> residents, <br /> b. Facilities that enhance the recreational oPPortUnities of <br /> identifiable segments of the low-income population(seniors, <br /> handicapped,minorities)and which are not specifically <br /> oriented toward-one nensbborhOod. <br /> Third-priority shall be commercial revitalization and industrial <br /> redevelopment activities. subpriorities shall be: <br /> a. Economic development studies to evaluate commercial and <br /> • industrial redevelopment needs,opportunities and feasibility; <br /> b. Revitalization of neighborhood connercial areas in,or adjacent <br /> to,designated housing rehabilitation neighborhoode: <br /> c.
