311 <br /> August 24,1983 <br /> COUNCIL BILL NO.838-80 <br /> FINAL BEADING, <br /> AN 0AnINANCE creating a special construction fund <br /> entitled"Design and Construction of Campus Park- <br /> way improvements%Fund 363,for LTD 711,in the <br /> vitY of CamPen Par..,Evergreen May to Casino <br /> Road. <br /> Moved by Councilman Aldcroft,seconded by Councilman Lan us,that this <br /> is declared to be the final reading of Council Bill No.838-80 and <br /> the City Clerk is directed to call the roll for the final disposition <br /> of the ordinance. <br /> Roll Call: Ayes: Stephenson,Langus,Gipson,Overstreet,Michelson, <br /> Aldoroft,Pope <br /> Nays: None <br /> 'Ordinance No.968-83 Adopted. <br /> LANE STREET VACATION <br /> Celia Strong,of the PublicbWorks Department,briefly reviewed the <br /> background of the 7Street vacation agreement and amended <br /> • 1978 agreement between Ne City and the Wexler's which will expire <br /> lawman,1984. <br /> Councilman Michelson felt there should be a public hearing on <br /> this and Ms.Strong said a number of neighborhood meetings had been <br /> held regarding this,and Bruce Jones,City Attorney,said a public <br /> hearing was not required. <br /> Ms.Strong reported the agreement provided the City en alternate <br /> corridor between Evergreen Mayand Fleming Road in exchange for <br /> the vacatioo of Lake Street and payment to assist in igpvtto the corridor. Additional prOperty has now bee acquired 1.1, <br /> the Wexler's to complete the alternate corridor. However,there <br /> Present',does not appear to be a need for the street improvement <br /> and funds are not available for this purpose. ghe Traffic Advisory <br /> Committee met and:has recommended that the City should retain the <br /> property acquired by the Wexler.s to preserve the option for a <br /> street in the future. They also recommended that this property be <br /> used as a pedestrian pathway in the interim. <br /> She pointed out the 20.strip would be at the northerly boundary <br /> line of the property and would be approximnately E.from an apartment <br /> building on Fleeing. Police and Fire Departments heve indicated <br /> they do not feel a connecting street is needed and a majority of <br /> residents in the area are not in favor of it as they Pe.it will <br /> generate commercial traffic on Fleming. <br /> Bruce Jones then summarieed the 1974 reement and 1978 amendment <br /> and pointed out that Council is at Napoint where they must decide <br /> whether the City should retain the easement for pedestrian or auto <br /> corridor. He said the proposed resolution was prepared based on the <br /> TAC recommendation but acknowledged there could be some type of a <br /> legal problem in converting the access topedeetrian use 4444. <br /> _JEN= <br />
