<br /> Mr.Fjeran answered they had been advised to look at the preferences
<br />. that would do the job, not the cost. He said later on the cost .
<br /> factor vmuld come into it but at this time they were Just looking at
<br /> the routes and an overall cost package. .
<br /> He said the navy had three routes in their draft EIS, aroond the .
<br /> north end, the north-south and 19th St. When they did this, they
<br /> used an all or nothing process,and it would se.highly impossible
<br /> that all those 19,980 cars would all go the north end route for
<br /> instance. The city then took advantage of the study made by P4SCOG, .
<br /> and the conseltants and re-evaluated these traffic counts to the
<br /> alternatives the city was looking at.

<br /> citizens in attendance showing all these routes to be discussed. He k
<br /> then explained the draft EIS had three routes,one with all traffic '
<br /> V I going to the north, Marine View Drive, Alverson Blvd, over Walnut .

<br /> traffic going south and across Pacific or Hewitt to the freeway and
<br />: 4, some traffic going north on Marine Drive and to the freeway or
<br /> Marysville. The third was a bridge and 19th St. In each of those
<br /> k 4' casea,all of the traffic was assigned to those partlCular routes.
<br /> k 1.4 He said the PScOG study showed that about 508 of the traffic goes
<br /> south,about 126 goes east and a little less than that goes north,
<br /> with the balance remaining in Everett.

<br /> three more routes. The first was coming from the north,exiting off
<br />.f 414,I the freeway on Smith island, north on old Hiway 99, across the
<br /> bridge and a new ramp to Alverson. Another route would exit [he
<br /> Ea' freeway northbound at 19th or East Grand Ave., dropping down tho
<br /> E4', bank, across the railroad tracks, through the Burlington Northern .
<br /> 04 and Weyerhauser property,underneath the Snohomish Rivet Bridge,and
<br /> around the north end. This is called the Marine View'Drive
<br /> n Freeway. The third route is a ramp exiting at East Grand cormeoting
<br />' 0-4, directly into a tunnel entering at 19th St., continuing across the
<br /> city and exiting either on to marine View Drive4or 18th St.
<br /> 1.V . He then reviewed the routes on the first map, the Smith Island,
<br /> Karina View Drive North and the Marine View Drive FreeWay, saying
<br /> 14 4 the PRCOG study found that no navy traffic would go to the Smith
<br /> Island route. The other two routes were very similar in how much
<br /> traffic they would generate. The cost estimate for the Marine View
<br /> r t °rive W.rth arterial would he aPProximately$33,000,000,but it does
<br /> not include any costs for the street,formally 14nown as Walnut, to
<br /> I, the freeway. .
<br /> Councilman Overstreet asked If there were some means of forcing the
<br />'1.6L, ,. _ traffic to go north and r4r.Canmron said it would be very difficult,
<br /> as going south was three miles shorter. He said a sign could be
<br /> placed at the entrance to the base saying'left Turn Only.but this

<br /> left for a block or two,make a'U.turn and go back the direction
<br /> I they wanted to go in the first place. He said the biggest concern
<br /> in making a preference in this timeline Is what causes the least
<br /> harm in both downtown and Everett itself.
