The Planning Commission held a <br /> public hearing an five alternative drainage basin plans end did <br /> recommend that City Council adopt Alternative No. 5 with [ <br /> additional conditions. brae <br /> Mr. Mathias reviewed the five alternatives for Powder Mill Gulch <br /> d the Planning Commission's recommendation of Alternative No. 5 <br /> with three additional conditions, l) stream bank stabilized2) <br /> enlarged wetlands,3) improve water qualityand reduce storm water <br /> erosion impacts on Boeing site. <br /> Mathias stated a letter dated September 9, 1988 from Boeing has <br /> been received expressing o Boeing's commitment to address drainage <br /> n <br /> v <br /> Prom the Everett site a regional basis. As a part of the <br /> commitment, Boeing states they will address both water quality and <br /> retention capacity for the existing Boeing retention pond. <br /> councilaember Stephenson expressed concerns in regards to monitoring <br /> and felt that special emphasis shouldbe placed on the development <br /> of an operation plan, including a monitoring system, for the <br /> facilities, <br /> Councilmember Morrow stated the existing pond Is very unnatural in 11 <br /> aDPearance as it is a concrete <br /> re a pond with no surrounding vegetation. <br /> He queste0 that vegetation plantings be considered in the dated i <br /> pond concept. <br /> President Hive stressed the importance of the monitoring process <br /> which should be established prior to adoption of the resolution so <br /> that a clear understanding of each party's responsibility can be <br /> defined. 11 <br /> Bruce <br /> Jones, <br /> City Attorney, informed Council that, in his opinion, <br /> theCity has the legal right to monitor detention onds .
