30 January 24,1990 <br /> Councilmeaber Morrow stated he was not opposed to the termination <br /> but would like to have the various departments get together and come <br /> up vith a plan for pedestrian and bicycle access. <br /> Quinten Christensen, Attorney for Mr. Michel, the property owner, <br /> stated there are viable options for access and the bridge's <br /> condition creates a liability on all parties. <br /> Moved by.Councilmember Morrow,seconded by Councilmember Diamond to <br /> delay action on the termination for a maximum of one month to allow <br /> planning and negotiations as to access with the land owner, various <br /> City department and the Lowell Neighborhood. <br /> Roll was called with all councilmembers voting yes. <br /> Motion carried. <br /> MEMORANDUM OF UNDERSTANDING <br /> Moved by Councilmember Overstreet, seconded by Councilmember <br /> Anderson to authorize the Mayor to sign a Memorandum of <br /> Understanding with Senior Services for Senior Nutrition Program. <br /> Roll was called with all councilmembers Voting yes. <br /> ) Motion carried. <br /> SOLE SOURCE PURCHASE <br /> Moved by Counci/member Gipson, seconded by councilmember Morrow to <br /> authorize the sole source purchase for Power Line,elocation work by <br /> Snohomish County PUD for the main library remodel project at a <br /> ' cost of$29,500. <br /> Roll was called with all councilmembers voting yes. <br /> Motion carried. <br /> ANNEXATION AGREEMENT <br /> Councilmember Diamond asked if this was accepted procedure to allow <br /> applicants to hook up to the water system prior to completion of the <br /> annexation. <br /> Bruce Jones, City Attorney, stated the applicancs have done <br /> I everything requested towards the annexation. They have the option <br /> of obtaining utility services from the Alderwood Water District <br /> which the City would be required to purchase after the annexation is <br /> completed. <br /> Robert Prehall, the developer of the plat of 427 View Ridge Drive, <br /> stated they have plat approval from Snohomish County and if they <br /> hook up to the Everett water system, it will allow 30 other <br />! t properties to have service in the area. If they go to the Alderwood <br />. I 1. system,service would not be available to any other properties. <br />
