February 7,1990 <br /> s9 <br /> Two traffic studies were prepared for this proposal: <br /> 1) The 'South Everett Area Residential Developments Traffic ttr <br /> Impact Analysis"(November 1988) (Appendix C to the EIS)and <br /> 2) an update by jS Associates for the Response to Everett I I <br /> Planning Commission" (September 1989) These studies looked <br /> at the cumulative impact of the p p d dove p t and <br /> other proposed and approved developments in the ' <br /> (Hatabrook, Ridgewood Terrace, Seaway Center,Glenwood Avenue 1 <br /> Apartments,etc.). <br /> The proposed Merrill Creek development would take all access from <br /> Merrill Creek Parkway to the south via three driveways. Ac ess to } , <br /> the north is net feasible since the Plats of Edg moor Heights and <br /> liarbor Ridgebut the property to the north d thoseplats did not <br /> provide f teas connections to the Merrill Creek property. The <br /> City specifically limited the number of lotsthe Plat of Harbory • <br /> Ridged e <br /> t off access to the north for the Merrily Creek property <br /> due to traffic safety concerns on Harbor Lane. g) <br /> Each of the parcels would have frontage on Merrill Creek Parkway, - k <br /> except for Phase 4. A publicly dedicated road will be required to <br /> • Phase 4 incompliance with the City's Subdivision Ordinance. <br /> Merrill Creek Parkway connects Glenwood Avenue <br /> with Seaway Boulevard �I <br /> as well as Hardison Road. Regional accessto the site is provided I. <br /> by a combination of freeways and arterials. These include Mukilteo <br /> Boulevard - a minor arterial to the north; SR-526 - a regional <br /> expressway to tsouth; US <br /> ntheeat; and SR 525/Mukilteov Speedway Way a principal p arterials on <br /> the west. Other minor and collector arterials which serve traffic <br /> fromthe site include Glenwood Avenue, Madison Street, Seaway <br /> Boulevard,20th Ave.West,Hardison Road,and Beverly Lane. <br /> Based on <br /> 6 <br /> a daily trip generation rate of 6 vehicle trips per <br /> dwellingunit, the traffic study stated thatapproximately 8,500 <br /> daily vehicle trips would be generated by the proposal at full <br /> buildout (this figure is based on-a project consisting of 132 <br /> unitsotto,, s <br /> actual trip generation from the recommended 1,070 unit <br /> project would likely be lower). Approximately810of these trips <br /> would oduring the PM peak hour with 520 of those trips to the <br /> site ande0 utbound from the site: Sla'. <br /> The studies concluded thatthe <br /> combined traffic impacts of the <br /> Southwest Everett projects in termsof capacity-level traffic Plows <br /> were <br /> omainly limited a the Madison Street Evergreen Way <br /> anos/o, although the 120th Ave. West/75th St. S.W. and Glenwood <br /> Avenue/Mukilteo Boulevard intersections wills 0 operate at <br /> Capacity conditions. All of the significant adverse impacts ca n be <br /> s <br /> mitigated by improvements such signalization and/or the <br /> construction of additional exclusive turn lanesethe impacted <br /> e <br /> intersections. Some of the improvements were found to necessary <br /> even <br /> deo <br /> without the traffic generated by the residential developments. i. <br /> Oneof most significant findings was that traffic volumes o <br /> Madison Street will warrant a minimum of four lanes from west of <br /> Beverly Lane to Evergreen Way. <br /> The City's Traffic Engineer and the Planning Commission recommended I� <br /> that conditions be placed on this project which require they <br /> jt <br /> 4 <br />
