399 CJuly 31,1991 Moved by Councilman Lipson,seconded by Councilman Anderson that Council ac cept the Pavement Marking Project as complete allowing the Mayorto sign the final contract voucher certification and start the 3D-day retention period of the release of the retained amount of S1,605.16 to the general contractor,Strip Rite,Inc. Roll was called with all councilmen voting yes. Motion carried. BID REPORT-PIGEON CREEK N0.1 FISHERIES ENHANCEMENT The proposed project is e construction of log weirs to eliminate seven existing barriers to fish migration in Pigeon Creek l. The proposedproject will open up an additional 2,000 Peet of Pigeon Creek No.1 to spawning. Since the cost of the project is under$100,000 the Small Works Rosters used to solicit bids. Thirteen contractors were phoned todetermine if they were interested in bidding the project. C On July 18, 1991 a bitl xas received Pram Everett Construction Pox 510,192.19. The engineers estimate was 550,000. Staff recommends awarding the bid to Everett Construction. Councilman Pope asked Dan Mathias to give Councila brief explanation. Dan stated there was a fisheries migration barrier at the Mukilteo Boulevard culvert. .Thoughts of installing a fish 1000000010 opposed by the Department of Fisheries. They said there were barriers downstream to be taken care of s0 that is what is being done. Councilman Pope asked if at a later time a fish ladder might be added on the other aide of Mukilteo Boulevard below the C- reservoir. Dan responded that they already had that in mind. Councilman Diamond asked what the future plans were for Pigeon Creek No. 2 as it is in very bad shape. Dan said the Parks Department and Public Works wee trying t0 come up with a plan to work with the community for solution. President Morrow had aabout Powdermill Gulch in the Boeing vicinity. He askedconcern if there was any anticipation of rehabilitating it. Dan Mathias felt it would be very expensive C
