399 <br /> CJuly 31,1991 <br /> Moved by Councilman Lipson,seconded by Councilman Anderson that <br /> Council ac cept the Pavement Marking Project as complete allowing <br /> the Mayorto sign the final contract voucher certification and <br /> start the 3D-day retention period of the release of the retained <br /> amount of S1,605.16 to the general contractor,Strip Rite,Inc. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> BID REPORT-PIGEON CREEK N0.1 FISHERIES ENHANCEMENT <br /> The proposed project is e <br /> construction of log weirs to eliminate <br /> seven <br /> existing barriers to fish migration in Pigeon Creek <br /> l. The proposedproject will open up an additional 2,000 <br /> Peet of Pigeon Creek No.1 to spawning. <br /> Since the cost of the project is under$100,000 the Small Works <br /> Rosters used to solicit bids. Thirteen contractors were <br /> phoned todetermine if they were interested in bidding the <br /> project. <br /> C On July 18, 1991 a bitl xas received Pram Everett Construction <br /> Pox 510,192.19. The engineers estimate was 550,000. <br /> Staff recommends awarding the bid to Everett Construction. <br /> Councilman Pope asked Dan Mathias to give Councila brief <br /> explanation. Dan stated there was a fisheries migration barrier <br /> at the Mukilteo Boulevard culvert. .Thoughts of installing a <br /> fish 1000000010 opposed by the Department of Fisheries. They <br /> said there were barriers downstream to be taken care of s0 that <br /> is what is being done. <br /> Councilman Pope asked if at a later time a fish ladder might be <br /> added on the other aide of Mukilteo Boulevard below the <br /> C- reservoir. Dan responded that they already had that in mind. <br /> Councilman Diamond asked what the future plans were for Pigeon <br /> Creek No. 2 as it is in very bad shape. Dan said the Parks <br /> Department and Public Works wee trying t0 come up with a plan <br /> to work with the community for solution. <br /> President Morrow had aabout Powdermill Gulch in the <br /> Boeing vicinity. He askedconcern <br /> if there was any anticipation of <br /> rehabilitating it. Dan Mathias felt it would be very expensive <br /> C <br />
