In order to rezone the property, it is <br /> necessary for the Land Use Map o the Everett General Plan to <br /> beamended from "Multiple Family, to "Professional Offices, <br /> Multiple Family." <br /> The Planning Commission held a public.hearing on January 7, <br /> 1992,took public testimony, heard the testimony of Mr. Warnock <br /> and his representative, and adopted a Resolution rens mmending <br /> that the application toend the land use designationfor 1930 <br /> Colby an the Land Use Map of the Everett General Plan be denied. <br /> Staff recommends that City Councilon sr with the <br /> recommendation of the Planning Commission and adopt the <br /> resolution denying the subject application to amend the Land <br /> Use ofG the Everett Plan. If Council wishes to <br /> disagree with the denial then the application needs to be <br /> remanded back to the Planning Commission for reconsideration. <br /> Councilman Overstreet asked if the procedural issues had been <br /> addressed. <br /> Councilman Diamond felt that the neighborhootl's main concern <br /> was that of multi-family use. <br /> 0 Allan Giffen explained that it was already zoned multi-family. <br /> Reid Shockey, representing Mr. Warnock, told councilrembers <br /> that the house was purchased with the intent of remodeling but <br /> keepingit a He argued that the comp Plan leaves <br /> room for amendments.us He Pelt Cu e <br /> Cil should recognize that Mr. <br /> Warnock would be upgrading the property and that Colby is a <br /> prime example of a mixed use arterial. He <br /> has looked fop a different location in this areabut has been <br /> unable to find an affordable one. <br /> Charlotte Temple, 2004 Colby, reported that parking is at a <br /> premium in the a and w concerned that the business would <br /> take more parking s09 <br /> paces.
