110 <br /> taloa 25,1992 <br /> (j) <br /> Brad Cattle, 3305 Oakes, representing Sani-agri, stated his <br /> client was responsive and that no post negotiation occurred. <br /> Seni-Agri will stand by the unit price bid even with the 50% <br /> recluction in tonnage. Sani-Agri intended to do the dewetering <br /> portion and therefore did not show a subcontractor for that <br /> portion of the project. They also have a confirmed disposal <br /> site for the materials. <br /> Moved by Councilman Pope, seconded by Councilman Moser to reject <br /> all bids received an January 16, 1,92 and authorize a bid call <br /> for the dredging, dewatering and utilization of 2,000 dry tons <br /> of biosolids from the Everett Mater Pollution Control Facility. <br /> Roll was called with all councilmen voting no except Councilmen <br /> Pope who voted yes. <br /> Motion defeated. <br /> Moved by Councilman Diamond, seconded by Councilman Anderson to <br /> award the bid for the 1992 Bio-Solids Removal, Haul and <br /> Utilization Project to Sani-Agri, subject to Sani-Agri's <br /> representation, that it will waive its rights to an equitable <br /> (-) <br /> adjustment under Section 1-04.6 due at the decreased quantities <br /> of 200 dry tons, rather than the estimated 4000 dry tons. <br /> sani-Agri is strongly urged,but is not required as a condition <br /> If award,to subcontract for dewatering. The award is made with <br /> the understanding that the contractor is expected by the City to <br /> be responsible for being sensitive to and assuring that the <br /> regulatory conditions applicable to any permitted sites where <br /> City bio-solids are utilized are met. <br /> Roll was called with all councilmen voting yea except Councilman <br /> Pope who voted no. <br /> Motion carried. <br /> AGREEMENT-nue CONSORTIUM <br /> David Koenig, Planning Staff, presented a resolution approving <br /> the establishment of a consortium with Snohomish county for the <br /> Purpose of Participating in the Home Program In Program years <br /> loan,1904 and 1.5. <br /> Moved by Councilmen Moser, seconded by Councilman Overstreet to <br /> authorize the Mayor to sign an interlocal agreement with <br /> Snohomish County for HOME Consortium 1093-95 and to adopt <br /> 0 <br /> Resolution Ni.3612 as follows. <br />
