157 CApril 29,1992 WHEREAS, reliable, on-tin. air service is needed for the regicm's future economic prosperity, and Seattle-Tacoma International Airport will run out of capacity by the end of this decade,and WHEREAS, the PSATC has preliminarily recommended a "multiple airport system" that utilizes Seattle-Tacoma Airport in King County,Paine Field in Snohomish County, and eventually a South Puget Sound regional airport to provide for the region's air capacity needs,and WHEREAS, additional airport operations at Paine Field will likely result in adverse environmental impacts on neighborhoods • situated•nearby and will also create noise impacts for other communities subject to aircraft wierflights,and WHEREAS, additional airport operations at Paine Field will increase automobile traffic congestion and the demand for expanded roads and transit facilities,and WHEREAS, additional operations at Paine Field will require expanded public facilities and services which are provided, in part,by the City of Everett,and WHEREAS, the 1978 mediated agreement between Snohomish County and area residents created expectations that substantial expansion of Paine Field was unlikely,and WHEREAS, the Washington State Air Transportation Commission staid)will be conducting a review of air transportation needs pursuant to legislation passed Sr the 1992 legislature and signed into law by the Governor(ESHB 2609),and WHEREAS, the Puget Sound Regional Council will review the findings of the PSATC and the WSATC prior to adopting an amendment to the regional aviation plan,pursuant to the Growth Management Act(GRA),and WHEREAS, Section 1 of the GRA requires that all local governments include a "process .for identifying and siting essential public facilities,"including specifically"airports, and WHEREAS, the GRA requires all local governments to consult and coordinate with one another on planning issues of mutual interest; HOW,THEREFORE,BE IT RESOLVED by the Everett City Council;
