He further pointed <br /> out that protection for the neighborhood could be allowed and <br /> that it was <br /> not the intent of his client t0 change the <br /> character of the house. He said his client could not sell this <br /> property as <br /> commercial but only as multiple family. He further <br /> told Council that the newcomp plan does have s mall spots <br /> that vary from the designated plan. He said the City is not <br /> oder any mandate to review this by July, 1993 under the Growth <br /> Management Act. Mr. Shockey felt that this segment of Colby <br /> has been in a constant state of evolution and change.
