258 <br /> July 15,1992 <br /> POLICE REVIEW TASK FORCE <br /> Mayor Finch announced the formation of a Citizens task force <br /> for thereview of the strengths and weaknesses of the Everett <br /> Police Department. The members are Marion Krell,Greg Tisdale, <br />' Chuck Knause,Bob Dickson and Dennis Wintch,Chair. <br /> Mayor Kinch announced that he will be out of town from July 24 <br /> through August 2,1992. <br /> WATER ISSUE <br /> Tmr.:iglorzorted on the press release issued on July-10, <br /> "On June 11,1992,Mayor Norm Rice sent a letter to the <br /> City of Everett inquiring into the possibility of <br /> providing Seattle with up to 10 million gallons of water <br /> per day from the Everett water supply system on a <br /> temporary basis to help ease their- water supply <br /> problems. Mayor Kinch indicated at that time that <br /> before we could ansymr it would be necessary to review <br /> this matter with our own City Council and our Sultan C) <br /> Basin partners,the Snohomish County PUO. <br /> 'As anticipated, this issue is ascomplex and difficult <br /> • <br /> as any issue I've had to deal with as Mayor of the City <br /> of Everett,' said Mayor Pete Kinch. 'technically there <br /> appears to be some question that even if we were able cc <br /> reach agreement with the PUO, Alderwood Water District, <br /> and the City of Brier, there is serious doubt as to <br /> whether or not we could physically provide the quantity <br /> of Watdr requested in the time frame outlined.' <br /> Beyond the technical difficulties, the public response <br /> has been very clear. The message from the people of <br /> Everett la 'simply don't do it.' The main reason <br /> expressed is that we have invested millions of dollars <br /> over a long period of time to assure that the water <br /> supply needs of a growing city of Everett and Snohomish <br /> County can be met. 'After considering all the factors, <br /> I cannot in good conscience recommend to my council that <br /> we provide water to the City of Seattle at this time," <br /> Continued Mayor Winch.
