He stated <br /> her cognized that there are problems end obstacles in the <br /> negotiation process, but felt that continued negotiations and <br /> discussions are in order to resolve the issues. <br /> Mayor Kinch said that if directed he would continue <br /> negotiations but wanted it clearly understood that this is not <br /> his rs are <br /> endation. That there a major obstacles as to the <br /> waterrights which will precludeany worthwhile efforts to <br /> provide the Seattle area with the water supply in time to be of <br /> benefit. <br /> Councilman Pope spoke in favor of the motion stating Council <br /> has a responsibility to Everett's citizens to assure that they <br /> Chave an adequate water supply in the future. <br /> Councilmen Anderson said he was not in favor f selling water <br /> to Seattle. He felt that Seattle needs to provide <br /> more <br /> information as to the water needs of that area and what the <br /> City of Seattle is doing to remedy their water issues. <br /> Councilman Campbell felt that by taking the Neyor's <br /> recommendation the city is closing the door toontinued <br /> dialogue and negotiation. More information is needed the <br /> negotiation process should be continued. <br /> Councilman Moser stated that the issue has been created by our <br /> partnerin the Sultan Basin, the PUD. Councilmen Moser said <br /> that some of the criteria expressed by the PUD In their letter <br /> to Seattle Mayor Norm Rice is not as cepted to him;that the PUP <br /> takes o ership of the pipeline endthus taking away the city <br /> of Everett role as <br /> awater su.plier. He stressed that it is <br /> m o <br /> necessary to come to some type of agreement with the PUD as a <br /> partner in the SultanBasin project. He stated that the PUD <br /> hes stepped beyond their bounds and authority In the <br /> negotiation terms with the City of Seattle. <br /> Councilman Moser also expressed concern with the agenda of the <br /> Council of Governments' rater Resource Committee on which he <br /> serves, representing the City of Everett. Two of the four <br /> items on the agenda of their meeting of July 17, 1992 deals <br /> with the regionalization of water systems. <br />
