The Planning Commission is hereby charged with reviewing and makingae m r o endatlon to the City Council on Whether to amend theZoning Code to provide for public comment and x convert review of proposals to c ert structures on theHistoric Register to bed-end-breakfast establishments in single-family zones(i.e.R-1 end R-2). 2. This review should consider the need for potential e unity involvement and public input in ,allowing such community in single-family neighborhoods,allowdas including the• r use, that conversions al not th allowed a outrightaause, but asopt use tM1 g pr either an appealable sstaPP review or a public hearing process. Councilman Diamond explained that this resolution had come about due to adjacent neighbors concerns over the Rucker , Mansion. Dave Koenig,Planning,explained that the Zoning Code cUet e tly allows bed-and-breakfasts in historic buildings. This resolution would grant public input when bed-and-breakfasts are proposed in a historic building located in a R-1 zone. He (� further advised ncilmembers that this would start the \J process to go.back t thePlanning Commissioand perhaps the Zoning Code would be revised. Roll was called with all councilmen voting yes. Motion carried. • ANNEXATION PETITION Moved by Councilman Campbells seconded by Councilman Overstreet to accept the lox petition to annex the 132nd Street/Bothell-Everett Highway area between u Silver Lake and Mill Creek; instructing the applicant to collect the now petitionsignatures; requiring the simultaneous adoption of a comprehensive plan; requiring the assumption of all or parea portion of existing City indebtedness Scbthe being annexed;d; rinding that the annexation is needed to improve mue services rvices to the area; and instructing staff to work with Rill Creek, Snohomish County, annexation area r esidents anproperty owners on the annexation per the interim annexation policies. 0
