The Planning Commission is hereby charged with reviewing <br /> and makingae m <br /> r o endatlon to the City Council on <br /> Whether to amend theZoning Code to provide for public <br /> comment and x convert review of proposals to c ert structures on <br /> theHistoric Register to bed-end-breakfast <br /> establishments in single-family zones(i.e.R-1 end R-2). <br /> 2. This review should consider the need for potential <br /> e <br /> unity involvement and <br /> public input in ,allowing such <br /> community <br /> in single-family neighborhoods,allowdas including <br /> the• r use, that conversions al not th allowed a <br /> outrightaause, but asopt use tM1 g pr either an <br /> appealable sstaPP review or a public hearing process. <br /> Councilman Diamond explained that this resolution had come <br /> about due to adjacent neighbors concerns over the Rucker <br />, Mansion. <br /> Dave Koenig,Planning,explained that the Zoning Code cUet e tly <br /> allows bed-and-breakfasts in historic buildings. This <br /> resolution would grant public input when bed-and-breakfasts are <br /> proposed in a historic building located in a R-1 zone. He (� <br /> further advised ncilmembers that this would start the \J <br /> process to go.back t thePlanning Commissioand perhaps the <br /> Zoning Code would be revised. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br />• <br /> ANNEXATION PETITION <br /> Moved by Councilman Campbells seconded by Councilman Overstreet <br /> to accept the lox petition to annex the 132nd <br /> Street/Bothell-Everett Highway area between u Silver Lake and <br /> Mill Creek; instructing the applicant to collect the now <br /> petitionsignatures; requiring the simultaneous adoption of a <br /> comprehensive plan; requiring the assumption of all or <br /> parea <br /> portion of existing City indebtedness Scbthe being <br /> annexed;d; rinding that the annexation is needed to improve <br /> mue <br /> services rvices to the area; and instructing staff to work <br /> with Rill Creek, Snohomish County, annexation area <br /> r esidents <br /> anproperty owners on the annexation per the interim <br /> annexation policies. <br /> 0 <br />
