Mord 22,2000 <br /> Roll was called with all councilmembers voting yes=Nu Councilmember <br /> Gipson who voted no. <br /> Motion refried. <br /> RESOLUTION-SURPLUS PROPERTY <br /> Moved by Councilmember Anderson,seconded by Councilmember Pope to <br /> adopt Resolution No.4884,declaring the subject properly boated at 2919 <br /> Hoyt Avenue as surplus. <br /> Councilmember Overstreet questioned whether the Hoyt Avenue Garage should <br /> be surplused be(the need for parking facilities is explored further. <br /> Councilmember Gipson quesior.d the payment of a differential as pan of the <br /> exchange agreement. <br /> City Aoomey Soine stated that John Keegan,Davis Wright Tremain,has <br /> determined that this transaction tomos within the scope of the City Charter. <br /> Councilmember Gipson questioned the value of the property at 2814 Colby. <br /> lobo Reepn responded that the oopeoy has boon appraised at$380,00)a. <br /> that de asaex tl value of the land mW improvements ie$336,000. <br /> Councilmember Gipson expressed concern regarding the cost of leasing back <br /> parking spaces in the Hoyt Avenue Garage once it has been surplus.. <br /> City Attorney Soine explained that dm initial terms of the agreement provide for <br /> the City of Everett to lease parking spaces in the garage for$20 a stall for the <br /> first three years which is considerably under market value. <br /> Councilmember Gipson questioned the need to surplus the property before the <br /> conveyance of the tide. <br /> I2J <br />
