October t&2000 <br /> BAYSIDE NEIGHBORHOOD CONCERNS <br /> City Attorney Some commented that the auncilmembcrs had received a tense <br /> from the Bayside Neighborhood Assecatioo requesting that they look at and <br /> review the SEPA for a project at 2C and Grand. He stated Wm if the <br /> neighborhood association believes that Were ha been an error on the SOPA <br /> Environmental Checklist or with the DNS decision,they should file an appeal <br /> with the Hearing Examiner.The City Council has no authority to intervene in <br /> this matter.In response to the neighborhood's concerns regarding the height of <br /> the proposed building,he remarked that the zoning in place at the time this <br /> project was submined is applicable.He told the auncilmembers that they could <br /> direct the City to come back with an amendment to the ordinance dealing with <br /> the historic ov<riay and reducing the height restriction. <br /> Moved by CauoeiWarber Pope,seconded by Cauaelbaember Anderson to <br /> direct the Planning Department to look at the height restriction in future <br /> buildings and come bark to the City Council with a recommendation. <br />• Rall was called with all councibnembcrs voting yes except Councilmember <br /> Campbell who wu excused. <br /> Motion carried. <br /> CITIZEN COMMENTS <br /> Michele Hoverter,P.O.Box 2655,spoke concerning the need for the Lowell <br /> Neighborhood to be an anchor for the community and the east of growth in <br /> Washington State. <br /> lack O'Donnell,3329 Grad,requested the City Coacil to sponsor the <br /> atabkahmum of an historical overlay district in the Grand/Norton area behaan <br /> Pacific Avenue and 35°Street.He submitted a map of the area and petitions <br /> signed by tho homeowners. <br /> 447 <br />
