• <br /> March 23,2005 <br /> Council Member Nielsen related that he had been an officer for the <br /> Northwest Neighborhood prior to being a city council member and he had <br /> attended meetings with the Everett Community College representatives in <br /> which their master plan was explained prior to submittal of their <br /> application. He stated that he could be objective In dealing with this <br /> matter.Them were no objections to his padiclpatbn. <br /> President Krell asked the audience If they had any objections to any <br /> council member's participation in any of the matters before the city council <br /> today.No one responded. <br /> PUBLIC HEARING—EVERETT COMMUNITY COLLEGE REZONE <br /> President Krell opened a public hearing regarding a proposed resolution <br /> to amend the Comprehensive Plan from 4.4(mixed use mercial— <br /> multi family)to 2.2(Colleges/Universities)and a rezone from 11-2 <br /> (Community Business)to 0-2.1(Institution),for Everett Community <br /> College's expansion area <br /> Bob Larsen.Planning,gave a brief description of the rezone. <br /> Charlie Earl.1418 199.Place SE,Everett Community College President, <br /> explained that this rezone is part of the college's plan to help the college <br /> prepare for future student body growth. He stated that state funding <br /> should proceed as planned and this project will be very beneficial to the <br /> Michael Kems,2000 Tower Street,Vice President of Finance and <br /> Administration Everett Community College, spoke in detail of the <br /> proposal.He talked about the college master plan process.He explained <br /> that the proposal is a new overlay area on a commercial zone east of the <br /> college toward North Broadway.The most critical Issue identified by the <br /> thecoll three is <br /> phases lin.The err-year plan addresses this issue.He explained <br /> P the college's ten year plan which included a new arts <br /> and science center,city transit center and property acquisition.He talked <br /> about a new parking garage and stated that the college is committed to <br /> design and traffic patterns that will minimize neighborhood impact.The <br />
