He submitted an RCW to the City Attorney regarding procedures allowing candidates for election to express their opinions. President Krell questioned whether any member of the audience has any objection to any council member's participation in this matter.There was no response. Allen Giffan,Planning Director,stated that the Port of Everett and Maritime Trust have requested amendments to the development agreement which was approved by the City Council in 2003 regarding the North Marine Redevelopment He gave a brief overview of the proposed amendments to Resolution No.5382 and Exhibit C,the development agreement He remarked that the Port of Everett has provided all of the information requested by the Planning Commission to prove that the proposed project is superior to the plan that was approved in the 2003 development agreement and to demonstrate that it is in the best long-term interest of the community.
