July 9.2008 <br /> Allan OMen,Planning Director,indicated that there is currently a <br /> prohibition on electronic changing message signs within residential areas <br /> in the sign code so churches and schools cannot use a special property <br /> use permit to apply for one of these signs. <br /> Council Member Roberts questioned if there is a way to make it clear that <br /> these reader boards could be approved only where they would be en the <br /> street frontage that would be an arterial. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Gipson to table this matter. <br /> Roll was <br /> called with all council members voting yes except Council <br /> MemberRoberts who voted no and Council Member Nielsen who was <br /> excused. <br /> Motion carried. <br /> Council Member Gipson asked M there is a time limit regarding the motion <br /> to table. The answer was no;however,the intent is that staff act in a <br /> timely manner to bring it back. <br /> Council Member Olson expressed that there Is a difference in the types of <br /> residential zones,i.e.R-t,R-2 versus R-4.The size of the signage,32 <br /> square feet does sound large,although in a commercial area it Is not so <br /> large. He indicated he would like to see some flexibility built into the <br /> ordinance that would allow fora distinction. <br /> Allen Gillen stated that staff would bring beck some options with regard to <br /> location.size and distinction between different Gasses of residential <br /> Council Member Afihclter expressed he would like to see more flexibility <br /> for the planning director in those options. <br /> 214 <br />
