February 18,2009 <br /> CITIZEN COMMENTS <br /> Pat Bowen,95301.Avenue SE,brought forth a concern regarding a new <br /> water tank at the Walter E.Hall Golf Course. He talked about the <br /> possible negative impacts with regard to increased water pressure in <br />• neighborhood homes and asked for subsidy for senior citizens and the <br /> disabled. <br /> Debra Bryant,Administration,explained that the city has recently become <br /> aware of this issue and is looking at an amendment to the plan.Mayor <br /> Stephenson also voiced that the city will not proceed until all the options <br /> are rewewed. <br /> Bob Wahl,1325 Lombard,responded to the city attorney's comment <br /> regarding the traffic plan.He questioned why another traffic analysis isn't <br /> required with submittal of the institutional overlay as a changes a 13 acre <br /> campus to a 22 acre campus in the middle of a historical neighborhood. <br /> Dongho Chang,Public Works,stated that the city did require a new traffic <br /> study for the institutional overlay.The maximum use was projected by the <br /> hospital for that location. The studywasdone in January,2008. The <br /> study showed that using 12 and 13 Streets with traffic signals on 13" <br /> Street and le Street made both Intersections operate at acceptable <br /> levels.There is a requirement on future development to look at access on <br /> 125 Street.When a plan for development of substantial size is submitted <br /> the city will be looking at other accesses,one of which will be the <br /> neighborhoods suggested recommendation. <br /> Mr.Wold explained that the major concem is the traffic impact on the <br /> community,especially the residential areas. <br /> Allan Offen,Planning Department explained that there is an open house <br /> tomorrow night for the public to review the design of the utility building and <br /> the perimeter landscape buffer on the ECC site.The proposal does not <br /> include an additional or new traffic analysis.The master plan for the ECC <br /> site does require that any future phase of development after the utility <br /> building would require a new traffic analysis that would be pad of the a <br /> SEPA review. <br /> 42 <br />
