June 24,2009 <br /> Issued Friday.Council Member Olson expressed concern that the Port Is <br /> moving too quickly for the demolition of this building In light of the fact that <br /> some significant issues have arisen with respect to the continued <br /> residential qualification of one of the Port Commissioners. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Nielsen,for a resolution that would preclude the Planning Director <br /> from issuing the demolition permit for the Collins Building for a <br /> period of 30 days. <br /> Coy Altomey Iles stated that the Planning Department did receive the <br /> application from the Port and the Port hes supplied a memorandum <br /> explaining the Port's compliance with all prerequisites for the demolition. <br /> Staff is currently reviewing it.Once staff concludes the review then it is <br /> within the jurisdiction of staff to issue the permit. <br /> President Halley voiced that other then the permit issue this is a Pod <br /> issue.There has been considerable discussion and much time has gone <br /> by with regard to this issue. <br /> Council Member Nielsen indicated that in the broader sense the Port <br /> holds this building In Vast for the community.The Port has undergone <br /> somanalysis with regard to the economic viability of the building but <br /> there hasn't been an opportunity for the community to analyze that in <br /> detail. The Port has no immediate need(within next 30 days)for that <br /> building area. <br /> Council Member Gipson questioned if we could legally stop the permit <br /> process. <br /> Attorney Iles had questions regarding the motion. If it is simply to give <br /> staff more time to review the criteria,that is one thing,if it is to intervene <br /> on the merits of the Port's action,that would be inappropriate. <br /> Council Member Olson restated that the motion is to preclude the <br /> Planning Director from issuing a permit for the demolition of the Collins <br /> Building fora period of 30 days to review the requirements to see lf they <br /> have been met. <br /> 180 <br />
