EVALUATION FOR <br />AGENCY USE ONLY <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone (with removal of the <br />HO). Tmpacts on Aesthetics (including height/building material) would be reviewed <br />in conjunction with a future land -use proposal in accordance with City development <br />regulations. <br />Future building heights would have to be within code requirements. The current site <br />designation (R-1 with HO zoning) limits building heights to 28 feet. The requested R- <br />3 zoning, for the eastern portion of the site, would allow building heights up to 45 feet. <br />The property is also located within the Norton -Grand Historic Overlay (HO) zone, and <br />an R-3 zone with HO zone limits the height to 35 feet and 24 feet at the eaves. The <br />Norton -Grand Historic Overlay (HO) zone also allows a 10% inciease when in an R- <br />3 zone Housing Hope proposes the multi -family buildings would not exceed the 45 <br />height limit, which would accommodate the three-story buildings. The 2020 proposal <br />allows continuation of the R-1 zoning with the HO on the Norton -facing parcels, and <br />removing the HO on the requested R-3 rezone parcels, with a Development Agreement <br />proposed to require consistency with the HO design intent on the entire site. This <br />allows for the necessary height exception in the multi -family buildings along Grand <br />Avenue and promotes a transition area to the neighboring properties. <br />Future single- and multi -family buildings would be designed to include exterior details <br />and materials that honor the aesthetic criteria of the Neighborhood Conservation <br />Guidelines and Historic Overlay Zone Standards for Historic Overlay Neighborhoods <br />issued by the Everett Historical Commission. The Development Agreement would <br />require review by the Everett Historical Commission for any proposal at the site. <br />b. What views in the immediate vicinity would be altered or obstructed? <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone (with removal of the <br />HO). <br />Future development would change the views on and to the site from field areas to <br />developed housing. <br />c. Proposed measures to reduce or control aesthetic impacts, if any: <br />The Docket Application request has no anticipated impact to this environmental <br />element This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone (with removal of the <br />HO) Impacts on any aspect of Aesthetics (including impact mitigation measures) <br />would be reviewed in conjunction with a future land -use proposal in accordance with <br />City development regulations.
