Have circumstances related to the subject property and the area <br /> in which it is located changed sufficiently since the adoption of the <br /> Land Use Element to justify a change to the land use designation? <br /> Response: More housing is needed for the City's growing population <br /> and multiple family dwellings are now supported in areas like this that <br /> are served by bus rapid transit(Swift and Everett Transit) along <br /> Evergreen Way. The closest Everett Transit stop is at 43rd St and the <br /> closest Swift stop is at 41'St. (Pg. 7 Intro. II B 16). The property <br /> owner no longer wants to utilize the existing church facility and is <br /> interested in selling the property for its highest and best use. <br /> Multifamily could be considered the best use for this property. The <br /> extension of Commercial Mixed-Use for the two northern most <br /> parcels is appropriate since the area is supported by public facilities <br /> and services, including transit and the transportation system is <br /> capable of handling traffic impacts. Because of the adjacent <br /> commercial use by the same owner to the north,the small amount of <br /> land proposed to be added would be considered market driven and <br /> not purely speculative. <br /> 3. Are the assumptions upon which the land use designation of the <br /> subject property is based erroneous, or is new information available <br /> which was not considered at the time the Land Use Element was <br /> adopted,that justify a change to the land use designation? <br /> Response:There are new, much higher projections from the Puget <br /> Sound Regional Council for more residents and jobs in Everett. More <br /> housing is needed for the City's growing population and multiple <br /> family dwellings are now supported in areas like this that are served <br /> by bus rapid transit (Swift and Everett Transit) along Evergreen Way. <br /> Future light rail as part of ST3 has also been approved. <br /> 4.
