RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN <br />• <br />D. Provide names, tenure, roles and responsibilities <br />for each key team member engaged <br />In providing the related services. <br />Jason Hennessy (Deputy Project Manager & Lead Financial Analyst, BERK) specializes <br />in financial and policy analysis. He has worked with communities throughout the region on <br />similar analyses including the City of Seattle, Metro Parks Tacoma, and Pierce County. He <br />focuses on applying statistical methods to real -world policy issues and creating data -driven, <br />actionable strategies. Jason led the cost recovery task for a review of the relationship <br />between the Seattle Parks Department and their not -for -profit partner, The Associated <br />Recreation Council. He also led the analysis related to replacement and repair of community <br />centers throughout the system on a related project. He has worked on parks impact fee <br />analyses with the cities of Anacortes, Burlington, Mercer Island Mountlake Terrace, and <br />Tukwila, Metro Parks Tacoma, and Pierce County. He is currently leading a financial strategic <br />plan for the Si View Metropolitan Parks District and a cost of service analysis for Metro Parlcs <br />Tacoma. <br />Jason has a Masters in Public Policy from the University of Chicago and a Bachelor of Arts <br />in Religion and Minors in both Mathematics and Asian Studies from the University of Puget <br />Sound. <br />0 <br />Years with BERK: 5 years <br />Jescelle Major (Engagement lead, BERK) has a background in landscape architecture <br />and design, Her experience in concept design, visualization, and outreach give her unique <br />capabilities in presenting information to both technical and non -technical audiences. She <br />is adept at connecting with harder to reach communities and creating materials that are <br />accessible to all groups. Jescelle was the engagement lead for the City of Port Townsend <br />PROS Plan Update and supported engagement for the SeaTac PROS Plan. She also <br />supported community engagement for the Supportive Community for Ail Snoqualmie Valley <br />Needs Assessment. Currently, she is working with the City of Carnation on an update of their <br />PROS Plan. <br />Jescelle is a current City of Seattle Arts Commissioner and a past member of the City of <br />Seattle Design Commission. Jescelle completed her undergraduate studies at the University <br />of Florida receiving a B.S. in Sustainabihty and the Built Environment. She has a Master of <br />Landscape Architecture from Louisiana State University.
