RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN <br />Jason has worked with the City of Everett on many parks projects over the years. He led the <br />South Everett Forest Preserve Masterplan and Phase 1 Trailhead and Trail Project, the JJ Hill <br />Park Restoration for Broadway Bridge Replacement, Harborview Park Restoration for Heights <br />Bridge Seismic Retrofit, and the Downtown Plan Planned Action Final SEIS. <br />Jason has a M.P.A. from the University of Washington and a B.S. in Landscape Architecture <br />from Arizona State University. He has professional certification in Stream Restoration, <br />Wetland Science and Management, and Environmental Law and Regulation from the <br />University of Washington. Jason is a registered professional Landscape Architect in <br />Washington; CLARB certified landscape architect; certified professional Wetland Scientist; <br />and an Ecology Certified Erosion and Sediment Control Lead. <br />Years with Perteet: 10 years <br />Bill Kidder (Natural Science & Ecology Lead, Perteet) is an ecologist supporting <br />development and infrastructure projects through the feasibility, design, and permitting <br />phases Bill has earned a positive reputation with clients and regulators as an objective <br />scientist dedicated to achieving effective solutions to complex natural resources and <br />regulatory challenges. He is experienced at engaging both technical and non -technical <br />professionals cis well as the general public. Bill is competent to lead the full range of <br />discipline tasks related to environmental science studies and environmental permitting/ <br />compliance. He regularly performs alternatives analysis, impacts assessment, and mitigation/ <br />restoration design related to fisheries, wildlife wetlands, vegetation, and aquatic resources. <br />He also leads document preparation and applicant consultation of CWA 404/401, ESA <br />Section 7, state (WDFW, DNR), and local (CAO/SAO and clear and grade) permitting. <br />Bill also has experience conducting environmental due diligence soil/water contaminant <br />investigations, and property redevelopment pursuant to federal RCRA, CERCLA, and <br />Washington MTCA regulations. He is currently providing on -call critical area review support <br />to the cities of Monroe and Federal Way. <br />Bill has dual Bachelor degrees in Wildlife Ecology and Forestry from the University of Maine. <br />He has a certificate in Wetland Science and Management, University of Washington and has <br />completed the Department of Ecology Wetland Rating System Training. <br />Years with Perteet: years <br />Gina Parenteau, PE (ADA Lead, Perteet) is Perteet's in-house ADA compliance expert. With <br />more than 19 years of experience managing roadway and pedestrian facility projects and <br />assisting local agencies with ADA compliance self -evaluation and Transition Plan work, Gina <br />has followed the evolution of ADA requirements, guidelines, and applications.
