REP ##2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN
A strong neighborhood -based approach activated through use of the "Relay Model."
Everett's neighborhoods are an important organizing structure in our engagement
approach, recognizing that they may differ in their needs, desires, and ability to
engage. We will engage and empower the Parks Board and Council of Neighborhoods
as outreach partners. We will provide information for these partners to promote
engagement opportunities via their networks and carefully prepared materials to
support them in conducting their own engagement activities.
The Relay Engagement Model
We propose engaging and empowering existing networks at each stage of engagement,
involving them directly in a "relay" around a carefully constructed flow of information.
We will work with the City's Board of Park Commissioners, Council of Neighborhoods, and
other business and community groups to:
Hone our engagement approach and materials.
Promote engagement opportunities via their networks, using BERK-produced messages
and communication materials.
Train them on gathering community members and accurately reporting the input their
receive using our "meeting in a box" materials and user-friendly reporting tools.
Engagement Stages. We anticipate the following major stages of engagement, each of
which is described in more detail below:
kit
Vision Stage
System Recommendations Stage
Draft Plan Stage
9
11
1 PROPOSAL • SUBMITTED OCTOBER 27, 2020
