RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN <br />summarized in reports to an impact Fee Working Group. That report was delivered to the <br />County Council, and a new impact fee adopted to 2016. <br />Phase 3: Following adoption of an impact fee, BERK developed a revised PROS Plan <br />that integrated the public input and analysis from Phase 2. The City manages 26 properties <br />across the community with different amenities, environmental conditions, <br />and needs. An extensive community engagement process was led by BERK <br />in collaboration with the City. After developing a public engagement <br />framework, BERK developed an identity for the project logo and <br />engagement materials, developed an online survey, facilitated activities <br />with middle and high school students, and facilitated interdepartmental <br />stakeholder meetings and community meetings. The PROS plan was <br />developed with the Parks Board contributing material on the history of <br />the park system and park profiles. BERK developed a full PROS update <br />including a comprehensive demand and need analysis, funding analysis, <br />and capital plan as well as updated park classifications and minimum park <br />standards/guidelines. The team developed an array of park activities for <br />public input, and created park concept plans for five parks, and worked <br />in tandem to develop a system plan.
