2.4 PLAN DEVELOPMENT <br /> The PROS plan should be the completed by March 2022. It is preferred that the Park Impact Fee Analysis <br /> and Capital Improvement Plan be completed by May 2021. <br /> The plan should include significant public and staff input,should outline the needs of our residents over <br /> the next 6 years and should contain analysis that helps guide the Department moving forward. <br /> The City envisions a phased planning process over the next 15 months which must include at a minimum: <br /> • Scoping and Engagement <br /> o Scoping <br /> ■ Meet with City staff to determine expectations and desired outcomes. <br /> ■ Review City of Everett existing plans, ordinances and efforts already created. <br /> o Engagement—robust community outreach campaigns <br /> ■ Meet with the Park Board at least one time in each phase of the plan development. <br /> ■ Seek input and obtain input from the Everett community including neighborhood <br /> groups, businesses, and residents. <br /> • Draft Recommendations and Options <br /> o Provide recommendations of the elements as listed in Section 2.3; <br /> o Benchmark comparable cities and existing efforts to develop a clear picture of Parks; <br /> Recreation and Open Space in Everett; <br /> o Synthesize the opportunities and challenges unique and specific to the City of Everett; <br /> o Develop strategic options for responding to challenges; <br /> o Present a vision for the future of Parks, Recreation and Open Space in Everett. <br /> • Plan Development & Draft Plan <br /> o A draft plan should be provided to the City Project Manager for final input. <br /> o After receiving input,the consultant will develop the final plan recommendations <br /> addressing the elements listed in Section 2.03. Consultant must include actions that <br /> could be taken should the right opportunities emerge. <br /> • Report Completion <br /> Deliverables include: <br /> o Completed Park Impact Fee Analysis and Capital Improvement Plan; <br /> o Parks, Recreation and Open Space Plan with associated graphics and appendices; <br /> o PowerPoint Presentation for outreach and community engagement; <br /> Page 9 of 22 <br />
