The Watershed Companyâ–  EAplumen <br /> June 2012 <br /> improvements were affected)must be used for outdoor recreation in perpetuity, <br /> or a replacement must be provided. <br /> 1.3.1 The Conversions <br /> Conversion for the Fire Station <br /> A SEPA checklist was prepared to identify environmental issues associated with <br /> the development of the fire station on the Conversion Site (City of Everett 1992) <br /> (Appendix B). In 1995,the City authorized the construction of the fire station, <br /> driveway, and parking area at the northeast corner of Sullivan Park along 112th <br /> Street. The fire station was constructed in 1996. <br /> The City chose the park location on the basis of emergency response times. In <br /> 1990,the City of Everett Fire Department needed to reduce emergency response <br /> times to a growing population of residents and businesses in the Silver Lake <br /> area, and considered potential sites for a new fire station. Response times to the <br /> Silver Lake area from the existing fire station,which is located west of Interstate <br /> 5,was between nine and eleven minutes. Fire officials determined that adding a <br /> fire station at this location would cut average response times in half,reducing <br /> them to between four and five minutes. Additionally,locating the new fire <br /> station near Sullivan Park-the area's major public waterfront and recreation <br /> facility-would allow the Park and Fire Departments to provide emergency <br /> services to patrons at the park. <br /> Conversion for the Road <br /> In 2006, the City constructed a west-bound one-lane road on Sullivan Park <br /> property along the south side of the fire station,separating the fire station from <br /> the park. The need for the one-lane road was a consequence of the road <br /> widening of SR 527, a few blocks east of the park,which eliminated left turns <br /> onto SR 527 out of the Silver Lake neighborhood and left turns off of SR 527 into <br /> the Silver Lake neighborhood. The one-way road(which is part of the <br /> conversion)provides a means of exiting the Silver Lake neighborhood other than <br /> onto south-bound SR 527. <br /> 1.3.2 Notification to RCO <br /> In 2000 and 2005,the Interagency Committee for Outdoor Recreation (since <br /> renamed Washington State Recreation and Conservation Office)contacted prior <br /> Directors of the Parks and Recreation Department regarding federal grant <br /> compliance issues at Sullivan Park following construction of the fire station and <br /> later the road. <br /> In 2007, City officials,including the current Director of the Parks and Recreation <br /> Department, approached the RCO to acknowledge that their predecessors had <br /> developed the fire station and roadway without knowledge of the grant- <br /> Page 3 <br />
