The Watershed Company■ EAIBlumen <br /> June 2012 <br /> maintenance activities,ranger's or caretaker's quarters, and other compatible <br /> public uses and structures. <br /> Development of the Proposed Action would convert the existing forested and <br /> vegetated site into a new public park and would therefore be consistent with the <br /> current zoning classification for the site. <br /> Environmental Consequences <br /> Development of the Replacement Site into a new public park would be <br /> compatible with the City of Everett Comprehensive Plan Designation and zoning <br /> classification for the site. The proposed park would add new park space to the <br /> City of Everett park system and would include approximately 1,600 feet of trails, <br /> seating areas/benches, and picnic tables. Existing critical areas,including <br /> wetlands,streams and associated buffers,would be protected under the <br /> Proposed Action(refer to Section 4.9 for further details on critical areas). <br /> Construction activities on the Replacement Site could result in temporary short- <br /> term impacts to adjacent land uses in the area(particularly residential uses). <br /> These impacts could include noise from construction equipment/operations, dust <br /> and emissions from construction activity, and increased traffic from construction <br /> activity. <br /> Subsequent to construction, activity levels on the site would increase when <br /> compared to the existing undeveloped/forested condition of the site;however, <br /> the anticipated activity levels would be generally similar or lower than adjacent <br /> uses(Interurban Trail,residential neighborhoods,roadways). The proposed <br /> park uses would be consistent with the adjacent residential areas and recreation <br /> uses(Interurban Trail). No significant land use impacts are anticipated. <br /> Development of the site for park uses would also be less intense and have lower <br /> activity levels when compared to the single-family residential development that <br /> could have occurred on the site under the prior R-1 zoning designation. <br /> 4.1.3 Mitigation Measures <br /> The following mitigation measure would be implemented to minimize potential <br /> impacts to adjacent land uses. <br /> • Construction activities on the Replacement Site would be consistent with <br /> applicable City of Everett construction requirements related to hours of <br /> construction and noise and air quality limits. <br /> 4.2 Socioeconomics and Environmental Justice <br /> For the purpose of this analysis, the socioeconomic characteristics of the area <br /> containing both the Conversion Site and the Replacement Site are documented <br /> by data derived from U.S. Census Tracts 418.06(Replacement Site area),417.01 <br /> Page 15 <br />
