Sullivan Park Fire Station Conversion
Draft Environmental Assessment
Community Vision#1-Our vision is to meet the mandates of our
community for quality maintained parks, accessible trails, inviting
recreational facilities and amenities, energizing recreation programs that
position our Department as one of the best managed park and recreation
agencies in the State of Washington by 2016.
Goal#1-Achieve by 2016,the park and recreation facility standards
recommended in this strategic master plan while improving the existing
parks and recreation facilities that will extend their useful asset life and
provide a quality image of our neighborhoods and the community as a
whole.
Strategy 1.3-Increase the amount of parks and open space acreage in the
City and improve the distribution of park access for all residents in Everett.
Strategy 1.4-Develop trails and greenways in the City to connect the
community to parks, waterways and other attractions in the City that allow
residents to move freely without interference of traffic.
Strategy 2.8-Improve the quality and access to recreational amenities
through the community.
Strategy 2.9-Provide an equitable distribution of recreational facilities and
amenities in parks to close the gaps in services across the City.
Under the Proposed Action, the proposed 3.5-acre public park would add new
park space to the City of Everett park system and would include approximately
1,600 feet of trails, seating areas/benches, and picnic tables,as well as retaining
existing forest, wetland, and stream areas, all of which would be consistent with
the vision, goals and strategies of the Strategic Master Plan.
In addition, consistent with the community's vision and the objectives and site
selection factors of the RCO,the Replacement Site was selected by the City of
Everett based on the following factors:
• It is the closest in proximity to the Conversion Site(approximately 0.25
mile northwest of Sullivan Park).
• It is informally linked to the Conversion Site by a regional
pedestrian/bicycle trail(Interurban Trail)
• It would provide recreational opportunities that closely match those that
were displaced on the Conversion Site(passive recreation, trails, and
vegetated open space).
• The value of the site has been appraised to be greater than the Conversion
Site.
• The site is approximately twice the size of the Conversion Site.
Page 36
