We propose to meet with staff to review preliminary products, obtain staff <br /> comments, and discuss key questions and options at major stages of the project.These would <br /> be interactive (virtual) discussion sessions.These stages are anticipated to include: <br /> ■ Visioning: With interdepartmental staff prior to bringing forward visioning concepts to <br /> the public. <br /> ■ System Recommendations:As we build information and develop recommendations we <br /> will share drafts and gain staff input on key elements,including; <br /> Conditions,Trends,and Levels of Service: Preliminary drafts of inventories and <br /> levels of service analysis. <br /> — Funding and Partners Evaluation: Preliminary results of funding options and <br /> assessment potential partners. <br /> — Options and Recommendations: Early recommendations on the parks and trails <br /> system and concepts, priorities, and cost ranges,and how these would be shared with <br /> the public in the Draft Plan stage. <br /> ■ Draft Plan: We will develop a template and outline and create a full plan with <br /> vision, goals and objectives, and a capital plan early in the process. We will review a <br /> preliminary draft with staff before sharing it with the public. <br /> Task 1. Visioning and Engagement <br /> Engagement Plan. Our Engagement Plan will be based on our prior PROS project <br /> experience, best practices locally and nationally,and what we know works based on our <br /> local project experience in the community. Our Engagement Plan will feature: <br /> ■ Strong community-wide engagement,with targeted outreach to underrepresented <br /> communities, including but not limited to communities of color, low-income communities, <br /> immigrant and refugee communities,communities facing health disparities, elderly <br /> residents, and more. Through our Community Profile research (Task 2),we will identify <br /> priority communities and geographies for targeted outreach. <br /> ■ Incentives to promote the participation of organizations and community members who <br /> traditionally are unable to participate by providing stipends to cover participants' <br /> time. We will set aside a share of expenses in the budget to fund this, as well as for <br /> translation, interpretation, and bilingual facilitation services as needed, ensuring that <br /> engagement activities are accessible to all. <br /> ■ Engagement methods that work online and in person,recognizing the ongoing impacts <br /> of COVID-19.Given the current public health crisis, we suggest a mixed approach of <br /> both analog and digital opportunities.This variety is especially important for increasing <br /> participation from traditionally less-engaged groups. <br /> ®1 I PROPOSAL • SUBMITTED OCTOBER 27, 2020 14 <br />
