RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN <br /> trade-offs through framing questions such as: Is it more desirable to reduce expenses or <br /> increase revenues? Is the review of highest and best use designed to preserve open space <br /> or convert a recreational asset into another use (e.g. housing or commercial development)? <br /> Other questions may be framed. <br /> This task will include best practice cases internationally of enhanced access to public golf <br /> courses,examples of conversions to other uses, partnership opportunities, and approaches to <br /> revenue enhancements.These best practices will inform the definition of options for the PROS <br /> update related to golf. Lund Consulting will work with the City's Project Team and the BERK <br /> team to identify trade-offs among options for community members and decisionmakers to <br /> consider. <br /> Capital Plan and Prioritization Options. Based on Task 4 Funding and Partnership <br /> Recommendations, BERK will generate a baseline financial analysis to establish the City's <br /> ability to accomplish the prioritized OP. <br /> BERK will help identify funding and partnership options for fulfilling needs for both capital <br /> improvement projects and land acquisition. BERK will also support the development of an <br /> implementation strategy for the resulting plan that includes recommended cost recovery <br /> models and the development of land acquisition guidelines. <br /> We will develop high-level screen criteria and an evaluation tool for prioritizing capital <br /> projects and strategic investments.
