What is the role of GIS in the approach to the PROS plan. <br /> Supported by slides 16-21 of our presentation materials (Attachment A). <br /> BERK and our partners Perteet and Forterra all have strength in GIS analysis. While GIS is primarily used <br /> for creating maps, we use it in many additional ways, including but not limited to: <br /> ■ Inventories such as ADA assessments, facilities inventories, and urban forestry planning <br /> ■ Community engagement including storymapping and online open houses <br /> ■ Equity and access mapping <br /> ■ Evaluation such as to help define priorities. <br /> 7. Provide an example of a park maintenance management plan. <br /> Supported by slides 22-23 of our presentation materials (Attachment A). <br /> We propose developing a chapter or appendix in the updated PROS Plan to address park system <br /> maintenance and management. The maintenance plan will be informed by the park inventory and field <br /> assessment to provide a listing, evaluation, and quantification of assets within each park in the system <br /> and to outline equitable policies and strategies to maintain parks to acceptable service levels. The <br /> maintenance plan can also be used to predict maintenance needs of future park spaces based on the <br /> anticipated components planned to occur within future parks. <br /> We will develop both overarching systemwide tools and recommendations for site specific maintenance <br /> practices. We anticipate first identifying standard maintenance specifications with established levels of <br /> service pursuant to NRPA standards, or other standards acceptable to the City and community (e.g. to <br /> describe what will occur for maintenance and how frequently lawn mowing, restroom cleaning, and other <br /> actions are anticipated to be done). <br /> To provide this level of maintenance plan, assets in the parks system will be inventoried for each park site <br /> and will be updated and more comprehensively listed than the 2016 PROS Plan utilizing GPS/GIS to <br /> understand the locations, conditions, and area quantities of site coverage types (e.g. lawn, landscape <br /> beds, forested areas, etc.) or other recreational surfaces and assets identified (benches, kiosks, trash <br /> receptacles, play structures, play area surfacing, trail surfacing, and vehicular surfaces, etc.). With <br /> specified maintenance actions and frequencies and a listing and quantification of assets, action steps and <br /> implementation strategies will be provide for each park site. <br /> BERK has developed system-wide maintenance and operation levels of service and financial situation <br /> assessments for communities throughout the region. Perteet has developed parks-specific vegetation <br /> management plans, including for the South Everett Forest Plan. Larry Otos, formerly the Parks and <br /> Recreation Director for the City of Mount Vernon, will also be part of Perteet staff for this effort and <br /> brings with him experience in recently creating a Maintenance Management Plan for the City of Chelan <br /> that was used to determine staffing levels. <br /> City of Everett I PROS Plan Update—Interview Response 7 <br />
