r
. PERTEET
MEMORANDUM
2. Project appears to be over the threshold for a Construction NPDES permit issued by the Dept.of
Ecology.Applicant shall determine and let the city know and provide copies of Ecology submittals.
Comply. Construction Storm water Permit is in progress.
3. Potential impacts due to the stockpiling, whether additional settlement, impacts to the cement modified
soil cover and landfill cover, site drainage, and landfill gas migration should be considered by the
applicant.See attached letter from HWA regarding impacts due to stockpiling.
Drawing Set:
1. Did not see access roads to the stockpiles.Loaded trucks likely to cause significant rutting and impacts to
existing soil cover.May need geotextile supported rock access for trucks once off the spine road.
Applicant needs to assess site access to the stockpiles. Comply. Construction access to the stockpiles
shown on sheets KMI and AR.
2. Applicant needs to maintain spine road daily throughout work.Suggest coordinating with Traffic on how
trucks and townhome resident access and safety is maintained. And site to be closed to the public during
the work—flaggers should be considered.See new fencing and access sheet,AFI. Fencing wi//be
moved/phased as needed to accomodate safe access for residential and emergency traffic and
construction access to stockpiling locations.
3. Stockpile work needs to be coordinated with the Consent Decree requirements to eliminate ponding
water and for adequate site drainage. This is needed prior to the stockpiles work, during the work—where
water is managed at all times, and after the stockpile is completed. Note added to sheet NT1(note 26).
4. Applicant will maintain stockpiles,TESC,and drainage features throughout construction and
throughout the duration of the stockpiles. Comply.
5. Silt fence installation—no reference to a detail.Posts for fence installation need to be short enough to
avoid penetrating into waste. WSDOT reference provided on Legend.
6. TESC Dwgs—did not see detail on east side how drainage is treated along east slopes. Manage
drainage to not cause rutting or slope impacts,or impacts once flow reaches toe ditches. Interceptor
ditches added to the east side on stockpiles shown on ESC3 and ESC4.
Comments Per Halley Kimball Email 03/21/2018
Below is a summary of my comments on the Everett Riverfront Development Mass Grading SWPPP/Pre-load
Removal at the Simpson Site:
Everett Riverfront Development—Mass Grading
1. Section 2.1.4—Sediment controls should include inlet protection at catch basins on the paved streets just
outside of the two construction access roads—show on Drawing Nos. ESC3, ESC4,ESC5(catch basins
not currently shown on this sheet). Comply.Inlet protections shown more clearly.
2. Section 2.1.3—Stormwater cannot be ponded on landfill cover—not recommended to use sediment
ponds or sediment traps as flow rate control.Check damson interceptor ditches should have sufficient
slope to prevent ponding—inspections should verify ponding is not occurring at flow rate control BMPs.
Removed language from SWPPP describing use of sediment ponds/traps for flow control.Note added on
ESCsheets regarding ponding prevention.
3. Section 2.1.10—Baker Tank is okay to use for dewatering (if necessary),sediment ponds are not allowed
on landfill site.Removedlanguage from SWPPP regarding use of sediment ponds.
4. Drawing No.ESC3—Extension of landfill gas system on the southeast end system included placement of
a berm and sandbags on the fence along the east side of the site to prevent water from the Snohomish
Page 3
File location: \\evt-files\clients\Polygon-Shelter Holdings\Projects\2018 vt Riverfront Devolp T&M\Submittals\2018-04-13 SP
Resubmittal\Everett Riverfront Devolp T&M_Comment Response Memo 04-13-18.docx
