Exhibit A
City of Everett Water Filtration Plant
Filter Re-Rating Pilot Study Scope of Work
Amendment No. 2
CH2M HILL Engineers,Inc.doing business as a wholly owned subsidiary ofJacobs(Jacobs)has
been supporting the City of Everett(City)with a high rate pilot study to demonstrate the extent
to which the existing Water Filtration Plant(WFP)is capable of operating successfully at higher
filter loading rates. This contract was initiated and has been continuously in effect sinceJanuary
7,2015 and has been delayed due to regulatory challenges, construction at the WFP,pandemic
challenges, and other operational and equipment issues. In order to support the City in the
completion of the pilot study,Jacobs will take on additional responsibility beyond the limited
technical oversite included in the original scope of work, with the contract term extended
through December 31, 2022.
The following Scope of Work outlines only the work remaining and still needing to be completed
as of December 1,2020,or additional and new work added as a part of this amendment.Unless
specifically noted, all work not included as"Remaining Work"in this Amendment No.2 Scope of
Work is assumed to have been completed, or is no longer needed subject to the revisions
considered and incorporated via this Amendment.
Through the course of the project services provided to date, and for services going forward,
Jacobs will reasonably rely upon the accuracy, and completeness of the information/data
provided by the City or other third parties, including that relating to the operation and
performance of the pilot study equipment and WFP.
Given that the impact and implications of the COVID-19 pandemic are evolving at this time, the
scope, schedule, and cost estimate for the work outlined herein are based on Jacobs project
delivery estimates and assumptions in accordance with current COVID-19 federal, state, and
local restrictions or guidelines. This doesn't necessarily include COVID-19 impacts to the City,
other federal, state, and local agencies, and other stakeholders. Any schedule delays or cost
impacts resulting from future COVID-19 restrictions will be assessed by the Jacobs and
communicated to the City, and vice versa, in support of progress towards successful completion
of the pilot study.
Task 1- Pilot Test Plan Preparation and DOH Coordination
The City will continue to take the lead on preparation of the Pilot Test Plant and coordination
with the Washington State Department of Health (DOH).
Current Status:
Jacobs has reviewed multiple versions of the Pilot Test Plan. The City elected to not hold in an
in-person review meeting with DOH.Funds intended for use on the DOH review meeting were
redirected towards out-of-scope activities supporting the City with research and guidance
Exhibit A: Filter Re-Rating Pilot Study Scope of Work,Amendment No.2 Page 1 of 6
