All easements <br /> must be shown on the final short subdivision map. <br /> c) Appropriate surface water management to City Standards. <br /> Finding: According to the submitted Drainage Report and Site Development Plan the <br /> project is proposing that on-site stormwater will be managed by downspout splash <br /> blocks and dispersion trenches. <br /> Conclusion: Appropriate surface water management can be provided. Stormwater <br /> shall be managed in accordance with the stormwater standards in effect at the time a <br /> complete building permit application,or other type of construction permit application, <br /> is received by the City. <br /> } Adequate fire protection and hydrants to City Standards. <br /> )1( Finding: There is one existing fire hydrant within approximately 300 feet of proposed <br /> Lot 2. A residential sprinkler system in compliance with the requirements of NFPA <br /> Standard 13D is required. A minimum 1-inch domestic water service meter will be <br /> required for Lot 2.Additionally,two signs are needed at the beginning of the driveway <br /> stating "No Parking— Fire Lane—Tow Away Zone--EMC 46.28.130" are required. <br /> Refer to Fire Department Comments dated January 17,2017. <br /> Conclusion: Adequate fire protection can be provided. <br /> e) Appropriate access designed to meet City Standards for anticipated uses within <br /> the project. <br /> Finding: Maximum width of driveways within front setback areas shall not exceed <br /> 20-feet. Lot 1 will take vehicular access from an existing driveway off 1st Drive SE. <br /> The existing detached garage is proposed to remain and to be utilized for one vehicle. <br /> The garage has a side nonconforming setback which was certified(see the certification <br /> document filed under NCB16-050). <br /> Lot 2 will take vehicular access from a new 14-foot wide paved road from 1'Drive SE <br /> within a 24-foot wide access and utility easement. The easement must be paved per <br /> City standards.No parking is allowed on the easement access.A T-type turnaround, 10 <br /> feet by 20 feet, is required for Lot 2. No parking is allowed on the turnaround. The <br /> turnaround must be screened per EMC 18.28.080.E.1. <br /> Conclusion: Appropriate access has been designed to meet City Standards for both <br /> lots. <br /> f) Provisions for all appropriate deeds, dedications, and all other easements. <br /> Finding: The proposed short plat will have access,utility, and drainage easements. <br /> Conclusion: Provisions for all appropriate deeds, dedications, and any easements <br /> necessary must be made.
