g) Provisions made for access to and maintenance of all common facilities. <br /> Finding: There are no common facilities with the proposed short subdivision. <br /> Conclusion: Not applicable. <br /> h) Provisions made for all necessary streets,alleys,sidewalks,transit stops, and safe <br /> walking routes to schools and school grounds. <br /> Finding: 1st Drive SE is a paved residential street with no sidewalks. The nearest <br /> transit stop is within 0.25 miles to the north on SE Everett Mall Way. School bus stops <br /> are within 0.5 miles of this property and to the south on 104th Street SE and 105th Street <br /> SE. There is no alley. <br /> Conclusion: Full standard half street improvements are required to 1 St Drive SE <br /> including curb, gutter,sidewalk, and drainage control per City Design Standards. Safe <br /> walking routes and school bus stops can be discussed with Mukilteo Public Schools <br /> depending on school and current bus routes. Comments from the school district are <br /> included with this decision. <br /> 9. Existing Public Facilities and Services - The proposed project shall be designed to not <br /> adversely impact the following public facilities and services below. <br /> a) Existing streets and other transportation systems. <br /> Finding: 1st Drive SE is paved and has sporadic curbs and sidewalks along the west <br /> side of the street. Full standard half street improvements are required to Pt Drive SE <br /> including curb, gutter, sidewalk, and drainage control per City Design Standards. <br /> Roadway should be coordinated with the frontage improvements at 10230 1st Drive SE <br /> with 32 feet total roadway width. <br /> Conclusion: 1st Drive SE is required to be improved along the entire property's <br /> frontage as stated above. <br /> b) Existing utilities system. <br /> Finding: The City has capacity in its existing utility systems to provide service to this <br /> project. <br /> Conclusion: The proposed project will impact the City's existing utilities system. <br /> System development fees will be required at the time of issuance of construction <br /> permits. <br /> c) Police, Fire,Parks,and Schools. <br /> Finding: The project is within the Everett School District. The school district impact <br /> fee for a new single family residence is currently $6,950.00. Fee rates may increase <br /> depending on what year a building permit is submitted. <br /> Conclusion: One school impact fee will be required for developing on Lot 2. The fee <br /> will be paid at the time of construction permit issuance. There should be no significant <br /> impacts to services provided by Police,Fire, and the Parks Departments. <br /> Preliminary Approval <br /> Project No.SS16-OO5 <br /> 5 of I 111. <br />
