10.Flood Plain-The proposed project and design shall meet the requirements of the Everett <br /> Zoning Code and Floodplain Overlay Districts and Regulations. <br /> Finding: The subject property is located in Zone "X" as shown by the National Flood <br /> Insurance Program Map for the City of Everett. Zone X refers to those properties outside <br /> the 500-year flood area. <br /> Conclusion: Flood plain requirements do not apply to this short subdivision. <br /> 11.Landscaping Standards - The proposed project and design shall meet the landscaping <br /> standards as established by this Ordinance. <br /> Finding: EMC Title 18 requires one street tree for every 30 feet of street frontage along <br /> 1st Drive SE and along both sides of the easement access drive within the 5-foot landscape <br /> buffer areas. EMC 18.28.080.B.3 allows for a reduction of the 5-foot landscape buffer to <br /> accommodate the easement access drive around an existing dwelling if an additional area <br /> and planting is provided at the street right-of-way entrance.Additional landscaping will be <br /> required on Lot 1 to mitigate the landscape buffer reduction between the existing dwelling <br /> and the easement road. Lot 1 shall also provide landscaping along the rear property line <br /> and a wooden sight obscuring fence a minimum of 4 feet in height. <br /> Lot 2 shall provide landscaping along the north property line to screen the parking area, <br /> per EMC 18.28.130.1 and EMC 18.28.140.B. <br /> Conclusion: Landscaping must be provided per EMC 18.28.080, EMC 18.28.130.I, and <br /> EMC 18.28.140.B.A revised landscaping plan meeting these requirements is required with <br /> your Public Works Permit application submittal. A landscape inspection will be required <br /> to verify that plantings and fences are installed prior to final short plat approval. <br /> II. NOW, THEREFORE, the City of Everett hereby GRANTS PRELIMINARY <br /> APPROVAL of Short Subdivision#16-005 with conditions listed below.Final approval of <br /> this short subdivision shall be given subject to the satisfactory completion of the specified <br /> requirements and improvements in Section IV listed below within five years from the date of <br /> this approval.
