I <br /> Proposed Everett Hotel Property Environmental Site Characterization and <br /> IEverett, Washington Remediation Recommendations <br /> caved to within approximately 28 feet of the ground surface. The volume of water prese - s <br /> I ,---- st fu ficient collection of a sample. Given the very limited volume of water and that no <br /> ground water was observed during drilling, it appears that this water likely originated from a <br /> I thin perched zone within the till. Grou_sup water seepage_w_as not encountered_in any of_the <br /> other borings drilled for our study. It should be noted that the depth and occurrence of ground <br /> water seepage may vary in response to changes in season, precipitation, site use, and other <br /> Ifactors. <br /> I2.0 RELEASE INFORMATION/SITE CHARACTERIZATION <br /> 2.1 Historical Site Information <br /> 1 A Phase I Environmental Site Assessment (ESA) was completed for the property byAssociated <br /> P p P Y <br /> I Earth Sciences, Inc. (AESI) in January of 2009. The findings of the Phase I ESA were <br /> provided in our report titled "Phase I Environmental Site Assessment, Proposed Everett <br /> Hotel," prepared for Touchstone Corporation, dated January 20, 2009. Records reviewed for <br /> I the Phase I ESA indicated that the site was formerly occupied by the Allen Buick building, <br /> which was reportedlydem4liAeltin....1,925. Historic building department records, provided to <br /> AESI by the City of Everett, included bidding documents related to the building demolition. <br /> I During our review of these documents, we noted references to four,gasoline USTs ,and a, fuel <br /> dispenser on the site. The removal of these features was included as a task in the proposal to— -- <br /> demolish the building; however, no documentation confirming removal of the USTs, the <br /> I condition of the tanks at that time, or existing soil conditions were found in the building <br /> records. A site plan in the records indicated that two of the USTs were located along the <br /> eastern margin of the property adjacent to the alley, and the other two USTs were located near <br /> I <br /> the northwestern corner of the site. The fuel dispenser was located on the sidewalk along <br /> Colby Avenue, adjacent to the west side of the property. <br /> I2.2 Environmental Characterization <br /> I Following completion of the Phase I ESA, AESI conducted a Phase II ESA to further evaluate <br /> if the site had been adversely impacted by petroleum constituents related to the former USTs <br /> and fuel dispenser. Drilling for the Phase II ESA was conducted in January 2009 and included <br /> I exploration borings EB-1 through EB-5. This work was conducted on behalf of Touchstone <br /> Corporation who has proposed to redevelop the site as a hotel. Exploration borings EB-1 and <br /> EB-2 were drilled in the vicinity of the reported USTs near the eastern site margin and <br /> I northwestern property corner, respectively. Exploration boring EB-5 was drilled on the site, <br /> approximately 25 feet east of the former fuel dispenser in the Colby Avenue sidewalk. <br /> 1 Prior to drilling for the Phase II ESA, a magnetometer survey of the former UST locations was <br /> conducted by a private utility locating firm. Materials detectable with the magnetometer are <br /> limited to ferrous metals.
