II. SERVICE DELIVERY <br /> Services shall be oriented toward bringing people experiencing unsheltered <br /> homelessness inside and exiting participants to permanent housing and positive <br /> destinations quickly. <br /> A. Rules and Policies <br /> The Subcontractor must have realistic and clear expectations. Rules and <br /> policies must be narrowly focused on maintaining a safe environment for <br /> participants and the community and avoiding exits to homelessness. <br /> Subcontractor must have flexible intake schedules and require minimal <br /> documentation. <br /> 1. The Subcontractor shall follow a low-barrier approach. At a minimum, <br /> participants must not be screened out based on the following criteria: <br /> a. Having little or no income; <br /> b. Having poor credit or financial history; <br /> c. Having poor or lack of rental history; <br /> d. Having a criminal record, with exceptions for state-mandated <br /> restrictions, and sex offenses for emergency shelters serving <br /> families with children; <br /> e. Having active or a history of alcohol and/or substance use, except <br /> that sobriety/recovery focused emergency shelters may limit <br /> enrollment to individuals seeking a sobriety/recovery focused <br /> environment; <br /> f. Having been impacted or affected by crime; <br /> g. The type or extent of disability-related services or supports that are <br /> needed; <br /> h. Lacking identification or proof of U.S. Residency Status; <br /> i. Other behaviors that are perceived as indicating a lack of "housing <br /> readiness", including resistance to receiving services; and <br /> j.
