2. The emergency shelter shall not have stay limits. <br /> 3. Participants shall not be exited to homelessness solely due to the <br /> number of days residing in a shelter. <br /> 4. Subcontractor shall not require participants to pay a share of rent or <br /> program fees. <br /> 5. The Subcontractor shall not terminate participants from the emergency <br /> shelter for any of the following reasons: <br /> a. Failure to participate in supportive services or treatment programs; <br /> b. Failure to make progress on a housing stability plan; or <br /> c. Alcohol and/or substance use in and of itself, except for <br /> sobriety/recovery-oriented emergency shelters. <br /> 6. If a participant is terminated from the emergency shelter due to a <br /> violation of rules focused on maintaining a safe environment, the <br /> Subcontractor must have a process in place for the participant to re- <br /> enroll in the emergency shelter at a later date when the behavior has <br /> resolved. <br /> B. Housing Stability Focused Services and Planning <br /> Subcontractor must offer housing stability focused services that are driven by <br /> the needs of the participant, flexible, trauma-informed, strengths-based, and <br /> culturally relevant and that focus on obtaining stable housing. <br /> C. Racially Equitable Access and Outcomes <br /> Subcontractor must develop and implement strategies to prevent racial <br /> inequities in who is served and program outcomes. At a minimum, the <br /> strategies must include: <br /> 1. Hiring and promoting both frontline and management staff who reflect <br /> the racial, cultural, and language demographics of the population being <br /> served; <br /> 2. Implementing inclusive programming by intentionally seeking and <br /> utilizing input from the population being served; <br /> 3.
