STANDARD PROCUREMENT POLICY& FEDERAL EMERGENCY CONTRACTING <br /> 8.4 PUBLIC WORKS PROJECTS LESS THAN $10,000 <br /> Contracts less than $10,000, including sales tax, will be awarded with minimal competition <br /> procedures. Minimal competition requires departments to obtain at least one written quote. <br /> For these projects,the City will not require bonding. Contractors must adhere to the <br /> requirements of RCW 39.04. <br /> The City will hold ten percent (10%) retainage in lieu of performance and payment bonding per <br /> RCW 39.08.010. <br /> While the City is not required to compete work below$10,000, employees are encouraged to <br /> distribute the work among qualified contractors when practical. Employees are strongly <br /> encouraged to seek the services of local, small, and disadvantaged businesses first. <br /> Procurement will verify that the contractor meets all responsibility requirements of RCW <br /> 39.04.350 prior to issuance of the purchase order. Employees must not have contractors <br /> perform work prior to the issuance of the purchase order. <br /> 8.5 MAINTENANCE AND REPAIR SUBJECT TO PREVAILING WAGE <br /> Maintenance and repair, that does not meet the definition of ordinary maintenance as defined <br /> in Section 8.0 work are considered public works to existing facilities and will be solicited <br /> according to the procurement thresholds listed in Section 8. All prevailing wage requirements <br /> must be met, and the City will require bonding or withhold 10%of the contract amount per RCW <br /> 30.08.010 for projects up to $150,000 including sales tax or the solicitation will be completed <br /> using Section 8.12. <br /> 8.6 ALTERNATIVE INVITATION FOR BID ($10,000 to $250,000)—CONSTRUCTION AND <br /> IMPROVEMENTS <br /> In lieu of using the Small Works Roster,the City may choose to procure Public Works projects <br /> competitively using an alternative process. The City anticipates establishing this alternative <br /> process as an electronic process. Before implementation, the Procurement Division will <br /> establish guidelines for its use. Once implemented,this method may be used for Public Works <br /> projects with an estimate of$10,000 to$250,000. <br /> 8.7 SMALL WORKS ROSTER <br /> City employees may use the Small Works Roster for competitively bidding Public Works projects <br /> with an estimated cost of up to $350,000, or the current statutory limit listed in RCW 39.04.155. <br /> To encourage maximum competition, Procurement will send the solicitation notice to all known <br /> contractors on the Small Works list regardless of the estimated project cost. <br /> In using the Small Works Roster process, the City will comply with the requirements listed in <br /> RCW 39.04.155. Breaking projects into units or accomplishing projects in phases to avoid bid <br /> requirements is prohibited per RCW 39.04.155(4). <br /> Small Works Roster: <br /> • Does not require advertising or bid bonds per RCW 39.04.155 <br /> Page 37 of 57 <br />
