STANDARD PROCUREMENT POLICY& FEDERAL EMERGENCY CONTRACTING <br /> • Requires performance and payment bonds <br /> • Requires the retainage to be held <br /> • May be received electronically or at the Procurement Office <br /> • Does not require council award per Section 1.9.5. <br /> 8.8 INVITATION FOR BID—CONSTRUCTION AND IMPROVEMENTS <br /> All public works projects will be solicited through a formal Invitation for Bid unless otherwise <br /> provided in this policy. For example, projects under$10,000 (Section 8.4),the Alternative <br /> Invitation to Bid (Section 8.6), Small Works Roster(Section 8.7) and Job Order Contracting <br /> (Section 8.10). <br /> Public Works solicited through the Invitation for Bid method: <br /> • Requires advertising <br /> • Requires the submittal of a bid bond of a minimum of 5%, which must be in the form of a <br /> surety bond, cash, cashiers or certified check <br /> • Bids must be received by the City Clerk, unless another location is designated in the <br /> solicitation <br /> • After bid opening, the Project Manager will comply with RCW 39.04.105 which requires <br /> within two business days of the bid opening on a public works project that is the subject of <br /> competitive bids, the municipality must provide, if requested by a bidder, copies of the bids <br /> the municipality received for the project etc. <br /> • Award must be made to the lowest responsive and responsible bidder as defined by RCW <br /> 39.04.350 unless the City rejects any and all bids <br /> • Requires performance and payment bonds <br /> • Requires retainage to be held <br /> • After bid opening, the Project Manager will comply with RCW 39.04.105 which requires <br /> within two business days of the bid opening on a public works project that is the subject of <br /> competitive bids, the project manager must provide, if requested by a bidder, copies of the <br /> bids the municipality received for the project. <br /> • The municipality shall then allow at least two full business days after providing bidders with <br /> copies of all bids before executing a contract for the project.
