STANDARD PROCUREMENT POLICY & FEDERAL EMERGENCY CONTRACTING <br /> 8.10 ALTERNATIVE PUBLIC WORKS PROCEDURES <br /> RCW 39.10.200 authorizes the City to use the alternative public works contracting procedures <br /> upon application and written approval from the project review committee, either in general <br /> under RCW 39.10.270, or for a particular project under RCW 39.10.280. Alternative public <br /> works procedures include: <br /> • Design-Build Procedures described in RCW 39.10.300-330 <br /> • General Contractor Construction Manager Procedures described in RCW 39.10.340-410 <br /> • Job Order Procedures described in RCW 39.10.420-460 <br /> 8.11 PERFORMANCE BASED CONTRACTS <br /> Per RCW 39.35A,the City may use competitively negotiated performance-based contracts for <br /> water and energy conservation or waste reduction equipment and services where payments <br /> would be based on actual savings achieved. <br /> 8.12 LOCALLY FUNDED TIME AND MATERALS—ON CALL CONTRACTS <br /> Some locally funded public works projects may be conducted per RCW 35.22.620. <br /> Cities, Counties, Ports, Water-Sewer Districts, and Public Utility Districts have authority to enter <br /> into unit priced or time and materials contracts with annual Prevailing Wage Intent and Affidavit <br /> filing and annual Prevailing Wage updates. <br /> 8.13 APPRENTICES <br /> Some projects may be subject to apprentice requirements as set forth in Resolution #5286 and <br /> Resolution#7461. <br /> 8.14 PROJECT LABOR AGREEMENT <br /> Some projects may be subject to a project labor agreement as set forth in Resolution#7461. <br /> Page 39 of 57 <br />
