LVirr TULALIPBAY
misorf
Narrative
This joint application is intended to secure the funding necessary for the creation of an
unmanned aircraft systems (UAS or drone) program in both the Everett Fire Department (EFD)
and the Tulalip Bay Fire Department (TBFD). This joint application necessitates describing the
background of both agencies. Because the EFD is the lead agency on this application, it's
background will be provided first, followed by the TBFD. This order is merely reflective of the
lead agency status and does not indicate any hierarchical relationship between the two
agencies. This project is approached as a partnership between equals and is indicative of a
strengthening relationship between the agencies.
Originally occupying the Port Gardner Peninsula, the City of Everett has expanded to the south
and southwest to its current land footprint of just over 33 square miles. The City also
incorporates more than 14 square miles of water, including Port Gardner Bay and Possession
Sound. The estimated residential population of Everett in 2019 was 111,475 and the estimated
daytime population (due to commuting workers) is approximately 155,000.
The median household income in Everett is $57,205, which is 18 percent lower than median
income in the rest of Washington and 5 percent lower than the United States as a whole. As
seen in Figure A, the City is more racially diverse than Washington in general. A slightly higher
number of Everett residents are male (51.8%) than female (48.2%). Everett is a fairly young city
in terms of population, with approximately 55 percent of the population less than 35 years old
(Figure 8).
Race/Ethnicity Totals
4.4%
Black 3.6%
1.3%
Hawaiian 0.6%
0.2%
White
Asian
Hispanic or Latino
American Indian
Single Race Other
Two or More Races Other
5.4%
1 0.7%
1.1%
0.7%
0.1%
0.2%
0.2%
si
4.7°!
2,4%
15.0%
12.6%.
r
0% 10% 20% 30% 40% 50% 60% 70%
People
63.5%
61.1%
62.1'e
United Slates at America
Figure A.
