16. Garbage/Dumpster Location. EMC 19.39.080. Garbage receptacles, dumpsters, and recycle bins shall be <br />provided in all multiple -family developments and shall not be located in a required front setback area, <br />or street side setback area for corner lots. Screening. All garbage dumpsters and recycle bins must be <br />screened from view from the street and from adjacent properties. This screening may be done using <br />dense vegetation or by placing the dumpster or recycle bin in a structural enclosure. <br />17. Include the following project information on the Site Plan, such as project description, lot dimensions, <br />assigned address for the site and buildings, parking calculation table, open space calculation table, <br />setbacks, zoning, etc. <br />18. Sign Category A applies to the site and it is found in EMC 19.36. Permits for signs are issued separately <br />from construction permits. <br />19. School mitigation fees for the Everett School District are required to be paid at the time of building <br />construction permit issuance. The school district impact fee is currently $3,230 per unit for 2+ <br />bedrooms. Fee rates may increase depending on what year a building permit is issued. The 2019 <br />proposed rate is $9,125 per unit. One credit for the existing single family residence will be calculated in <br />the overall fee. If permits were issued in 2019 based on the proposed school mitigation fee, the <br />applicant would be required to pay: 203 units minus 1 credit = 202 units. 202 units x $9,125 = <br />$1,843, 250. <br />Public Works Comments 11/5/18 — Sabrina Fandler — 425.257.7813 <br />A review of this project by the Engineering/Public Works Division indicates that the following conditions <br />shall be met: <br />1. Construction permits, inspections, and final approvals are required for this project from City of Everett <br />Permit Services. <br />2. A Demolition Permit shall be obtained from the Permit Counter prior to any demolition work. All <br />existing water services shall be disconnected at the back side of the meter prior to demolition. For all <br />existing side sewers serving the property, a Utility Permit for side sewer cap -off shall be obtained from <br />the Permit Services Counter prior to demolition of the building. Side sewers shall be capped at the <br />property line of the subject property. <br />3. A Public Works Permit is required for this project. Detailed drawings in accordance with the current <br />City of Everett Design and Construction Standards and Specifications for Development shall be <br />submitted to the Public Works Department, showing site grading, paving, parking layout, landscaping, <br />utilities, storm drainage, temporary construction erosion and sedimentation control (TESC), and all <br />required improvements in the public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued.
