4. The construction plans shall be designed from a site survey performed by a licensed State of <br />Washington land surveyor. <br />5. Temporary erosion and sedimentation control (TESC) measures for construction activity must be <br />operational prior to commencement of any clearing or earthwork. An approved permit and Stormwater <br />Pollution Prevention Plan (SWPPP) for this work is required prior to set-up of TESC measures on -site. <br />6. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br />7. All exposed ground must be reseeded within 30 days of the completion of construction. If reseeding is <br />not practical due to weather or season problems, the ground must be covered with mulch as directed <br />by the Public Works Inspector. <br />8. City streets are to be kept clear of dirt and debris at all times during construction. Dust suppression and <br />street cleaning must occur as directed by the Public Works Inspector. <br />9. Stormwater shall be managed in accordance with City of Everett Stormwater Management Standards <br />and Ordinances current at the time a complete building/public works permit application package is <br />submitted to the City for review. This project discharges to the combined sewer, and therefore is <br />currently under the requirements of the City's 2010 Stormwater Management Manual. If this standard <br />changes prior to permit application submittal, the current standards that are in effect will be the <br />standards applied to the project. <br />10. Interim Policy 2-11 for surface water management in the combined sewer area currently applies to this <br />project. Minimum requirement #7, Flow control is triggered for this project due to the amount of <br />added impervious area proposed. <br />11. Surface water flow shall be discharged to Trunk C in E Marine View Dr. <br />12. Special charges for connection to the sewer and water systems in accordance with Ordinance 3095-08 <br />(codified as EMC 14.08.135) and subsequent revision are applicable. These charges are based on <br />projected water usage and can be substantial. Applicant is encouraged to obtain a copy of the <br />Ordinance and determine estimated charges prior to building permit application. The actual charges <br />shall be computed by the Public Works Department per the ordinance in effect at the time and <br />according to the information on the approved plans at the time of building permit issuance. <br />13. The sewer will be privately owned and maintained up to the connection to the main. The private sewer <br />must connect to the City's sewer main at an existing or new manhole. No drop connections will be <br />permitted. <br />14.On-site water main will be staked within a 15ft wide easement to the City. The easement shall be 5ft on <br />one side of the water main and 10ft on the other. The signed, unrecorded easement will need to be <br />submitted to the City prior to issuance of permits and recorded prior to final/close out of the <br />construction permit, with a recorded copy submitted to the City. <br />C81 <br />City of Everett — Community, Planning and Economic Development <br />Final MDNS SEPA #17-019 <br />
