PW 1809-014) <br />Ms. Sabrina Fandler, <br />This submittal and enclosures comprise a complete application for a Public Works Permit (PWP) for the <br />shoring and onsite soils remediation work proposed at the Riverview Apartments project site. The following <br />items /are included with this application package for your review and consideration: <br />1 Y City of Everett Transmittal <br />2 Public Works Permit Application <br />4 Civil Plans, Public Works Permit (June 25, 2019; full-size) <br />2 — Bioremediation Results Report (April 30, 2019; Earth'n Wind, LLC) <br />2 — Geotechnical Engineering Response to City Comments (May 31, 2019; Earth Solutions NW, LLC) <br />2 — Remediation Action Plan (February 18, 2079; Earth Solutions NW, LLC) <br />2 — Shoring Plan Details (May 30, 2079; Earth Solutions NW, LLC) <br />2 — Shoring Structural Calculations (May 37, 2079; Earth Solutions NW, LLC) <br />PROJECT SUMMARY/SCOPE OF WORK <br />The proposed onsite improvements for the Riverview Apartments project were recently approved for <br />construction under City of Everett permit file number PW1809-014. This separate PWP application is <br />being provided to permit the excavation and removal of contaminated soils onsite and installation of a <br />shoring system to facilitate that excavation work along the west margin of East Marine View Drive. There <br />have been some prior communications with City staff —Paul McKee, yourself, and others —regarding the <br />shoring and onsite soil remediation work, and the enclosed permit submittal items respond to questions and <br />comments provided during those earlier discussions. <br />SOILS REMEDIATION <br />The application materials included with this resubmittal also include a copy of a report from Earth'n <br />Wind, LLC (April 30, 2019) regarding their findings on the performance of the initial bioremediation work <br />that is on -going within the East Marine View Drive right-of-way. This bioremediation effort is proposed to <br />continue and to be expanded based on the favorable results to -date. The expanded injection <br />bioremediation system being proposed is illustrated on the enclosed plans for reference, but will be <br />permitted separately with a subsequent submittal.
