Document the regulatory requirements guiding the <br /> Plan, establish the service area, and determine wastewater flows (current and future). <br /> Work Tasks <br /> 5.1 Regulatory Requirements <br /> Review and document the project-specific regulatory requirements and criteria, potential future <br /> requirements/trends, including: <br /> • Previous Planning Efforts— Provide a written summary of recent planning efforts including <br /> those for the Port Gardner Storage Facility (PGSF) and Water Pollution Control Facility <br /> (WPCF) <br /> • Federal, State, and Local Rules and Regulations - Document Federal, State, and local rules <br /> and regulations that relate to the City's sanitary and combined sewer systems, included <br /> the Washington Criteria for Sewerage Works Design ("Orange Book") <br /> • City Design and Construction Standards and Specifications <br /> • In-Lieu-Of Stormwater Control Fee Ordinance No. 3731-20 in the combined sewer area <br /> • Collection System Planning Criteria — Identify planning design criteria, including defining <br /> pipe deficiency criteria.
